Magento 2 supports some basic segmentation, but for personalized product recommendations, you’ll likely need an extension. I’ve used Amasty’s Product Recommendations for this. You can also set up custom emails for different segments, and magento 2 multi source inventory , which talks about Magento email setup, might help with that.
